These documents, which have been brought to public attention, underline the Iranian people’s rejection of any compromise with the regime and their strong desire to topple the oppressive regime at any cost. The leaked reports provide crucial insights into the regime’s desperate attempts to curb the rising use of firearms by citizens and its relentless pursuit to maintain control amid mounting societal dissatisfaction. This group comprises representatives from security and military agencies, police, and judicial authorities. They will be conducting regular meetings and providing reports on the progress made. I kindly request you to ensure that these reports are sent to this office on a weekly basis for review and summons.

The proposals in the report are deemed commendable, except for the aspect regarding private companies producing weapons. Appropriate measures should be taken accordingly.

Warning about riot patterns changing to the use of firearms.

Strategic review – Monitoring and analyzing news and information about the supply and demand of weapons in the country during recent unrests have revealed the following:

The majority of anti-revolutionary groups have started incorporating the use of firearms in their riots to sustain and prevent the decline of their influence. This marks a significant shift in the operational phases of the ongoing riots, aiming to escalate violence and create a cycle of insecurity.

There has been an increased demand for handguns among the general population for self-defense due to the prevailing sense of insecurity and the recurrent nature of riot activities.

Recommended Actions:

Strengthen efforts to combat the primary arms trafficking networks and disarm individuals possessing illegal firearms.

Implement an smart intelligence strategy to target the sources of arms smuggling, particularly neighboring countries. Activate the Ministry of Foreign Affairs to enhance regional diplomacy against arms smuggling and issue necessary warnings in this regard.

Enhance border security through the reinforcement of official and unofficial borders, as well as border guard forces. Emphasize the use of advanced information and communication technologies to ensure effective protection and surveillance.

Manage and utilize the wisdom and influence of community leaders, elders, and prominent figures from tribes and clans to control and prevent the potential misuse of firearms within their respective communities.

Impose severe penalties on anti-revolutionary groups and armed rioters.

Increase security measures and protection of raw material warehouses and related transportation.

Review existing laws on combating arms and ammunition smuggling and strengthen criminal punishments. Consider social service deprivation as a deterrent measure.

Monitor and investigate organized networks involved in arms and ammunition smuggling, especially those with military and tactical connections, both in the physical and virtual domains. Take timely countermeasures and preventive actions.

Implement decisive and preemptive measures to counter armed insurgency within the country. Reject and expel individuals involved in riots.

Conduct intelligence surveillance and take action against smuggling depots for weapons and ammunition within the country, particularly in border provinces.

Establish a comprehensive database on criminals, armed offenders, rioters, smugglers, and owners of illegal weapons in the country.
