France’s Parliament Calls for EU to Designate IRGC and Basij as Terrorist Organizations

The French Parliament has passed a resolution condemning human rights violations in Iran and calling on the European Union to designate the Islamic Revolutionary Guard Corps (IRGC) and Basij forces as terrorist organizations. The resolution, adopted on January 29, 2025, also demands stronger measures against Iranian officials responsible for rights abuses.

The nine-article resolution strongly condemns the systematic violations of human rights in Iran, including the widespread use of the death penalty as a tool of repression, state-sponsored violence against women and children, and the severe discrimination imposed on women through restrictive laws and policies. The resolution’s first article explicitly condemns Iran’s systemic discrimination against women, stating that it imposes “severe restrictions on their freedom, livelihood, and way of life.”

French lawmakers declared unconditional support for the Iranian protest movement, affirming that women worldwide have the right to control their own bodies, including the freedom from forced dress codes. The resolution urges Iranian authorities to end compulsory hijab laws and immediately release all detainees arrested for protesting or violating these mandates.

The resolution urges Iran’s regime to compensate victims of the state’s violent crackdown on protests and cooperate with UN human rights investigators. It also demands that Iran end executions and arbitrary detentions, particularly of those involved in protests since September 16, 2022.

French lawmakers highlighted documented evidence of the IRGC and Basij’s role in severe human rights violations and urged the EU to officially blacklist these entities. The resolution also calls on France to continue efforts at the European level to hold Iranian leaders accountable in international courts and expand sanctions against officials complicit in the widespread repression of women and girls.

The resolution follows France’s Foreign Minister Jean-Noël Barrot’s proposal for additional EU sanctions against Iranian officials involved in the detention of three French citizens. It also aligns with the European Parliament’s recent condemnation of Iran’s executions, human rights abuses, and hostage diplomacy targeting European citizens.

With this resolution, France joins growing international calls for greater accountability and punitive measures against the Iranian regime’s systematic oppression of its people.
