Security Ranger brigades with four battalions each, three security units with three battalions, and two other security units with three 30-motorcycle battalions with each should be ready to carry out a mission from 16:00. Each of these battalions should divide into three 10-motorcycle teams and show power on the roads and centers determined by the operational headquarters.

From 23/10/2022 to 29/10/2022, from midnight till 4:00 A.M., all Tharullah patrols of the operational division, brigades, Fatehin unit, and all security units with full capacity of Tharullah patrol vehicles should patrol on designated routes. For each Tharullah patrol vehicle, a motorcycle patrol (two motorcycles) should act to counter graffiti writings and to make arrests.

Subject: Notification of the mission on October 23

In order to stabilize the security situation in Tehran and prevent possible unrest, it is necessary to implement the following.

The operational division consisting of two 30-motorcycle battalions, security patrol brigades with two 30-motorcycle battalions, and security units composed of one 30-motorcycle battalion should be at work from 09:00 in the morning and ready from 11:00 to be sent to the mission. Each of these battalions will become two teams with 15 motorcycles each and patrol at locations designated by the IRGC operations directorate.
The modern war unit should be ready for duty starting at 11:00 AM in the Quds Operational Headquarters zone.
Security ranger brigades will have four battalions each. Security units of Imam Reza, Imam Hossein, and Sahib al-Zaman will have three battalions, and security units of Imam Sajjad and Imam Hadi will call on three 30-motorcycle battalions to assemble at 16:00. They will be ready to carry out their mission. Each of these battalions will be divided into three ten-motorcycle teams. They will show power going from center to center, on routes, and at centers designated by the operational headquarters.
At 16:00, each Basij Resistance section should call on a battalion consisting of 40 motorcycles to be ready for their mission. From 16:30, they should patrol squares and main routes. Each of these battalions shall divide into four teams of ten motorcyclists. They should show power on roads and centers designated by the operational headquarters.
Local Basij Resistance sections should call two patrols of four motorcyclists and activate them starting at 18:00 instead of each Beit al-Moqadis battalion. They should patrol their designated area.
Brigades, security units, and Basij resistance sections should conduct checkpoints and inspections from 21:00 to 24:00.
From 23/10/2022 to 29/10/2022, from midnight till 4:00 A.M., all Tharullah patrols of the operational division, brigades, Fatehin unit, and all security units with full capacity of Tharullah patrol vehicles should patrol on designated routes. For each Tharullah patrol vehicle, a motorcycle patrol (two motorcycles) should act to counter writing graffiti and to make arrests. Security units that do not have a ready team should also carry out the above mission from midnight.
Starting at midnight, each local base should activate a two-motorcyclist patrol and an intelligence patrol. They should patrol and act to counter writing graffiti and make arrests.
From 18:00 to midnight, intelligence, support, and Razavioun patrols should be activated.
All Imam Hossein and Fatehin battalions should be ready to be called.
Activate your command post from 11:00.
Consider safety and security measures in the execution of the mission.
Reinforce defensive measures of your bases.
Brief your troops and Basij forces in case of hearing slogans from houses to immediately inform the building address and other information by calling the 110 hotlines of the police.
