More Than 70 PACE MPs Condemn Iran’s Repression, Support Resistance

Members at the Council of Europe Parliamentary Assembly (PACE) issued a written declaration, No. 790 | Doc. 15915, condemning the severe repression of people in Iran. The declaration which is now signed and sponsored by more than 70 members of the assembly highlights various instances of human rights violations, including the execution of 864 prisoners in 2023, including political prisoners, and the massacre of tens of thousands of political prisoners over the past four decades. Particularly noted was the 1988 massacre, where 30,000 political prisoners, mostly from the People’s Mojahedin Organization of Iran (PMOI/MEK), were executed.

The declaration also mentions the violence during the 2022 protests, where 750 people were killed by the Revolutionary Guards (IRGC), as reported by a UN Special Rapporteur. The regime in Iran is described as irreplaceable and is considered the main source of terrorism and warmongering in the Middle East and the Red Sea.

In solidarity with the National Council of Resistance of Iran President Maryam Rajavi’s Ten-Point Plan for a secular democratic republic, the declaration calls for holding regime leaders accountable for the killings, recognizing the rights of the Iranian people and resistance to fight for freedom, and blacklisting the IRGC as a terrorist entity.

We, the undersigned, declare the following:

We condemn the brutal suppression of people in Iran. In 2023, 864 prisoners, including political prisoners, were executed. In the past four decades, tens of thousands of political prisoners have been executed. In 1988 alone, 30,000 political prisoners, 90% of whom were from opposition PMOI, were massacred. In the 2022 protests, when people rejected any form of dictatorship, religious and monarchic, the Revolutionary Guards (IRGC) killed 750 people. According to a UN Special Rapporteur, “verified videos show security forces deliberately shooting unarmed protesters from a short distance.”

This regime has proved to be irreplaceable. The Universal Declaration of Human Rights (UDHR) recognises “as a last resort”, and “rebellion against tyranny and oppression”. Iran’s regime is also the main source of terrorism and warmongering, including in the current war in the Middle East and the Red Sea. We join 3,600 parliamentarians and 125 former world leaders in supporting the 10-point plan of the National Council of Resistance of Iran President Maryam Rajavi for a secular democratic republic, based on free elections, gender equality, and coexistence.

We call for:

holding regime leaders accountable for killing political prisoners and demonstrators;
recognising the right of the Iranian people and resistance to fight for their freedom against the regime and the IRGC in accordance with the UDHR;
blacklisting the IRGC as a terrorist entity.
